The Department of Social Welfare is headed by the Secretary, supported by a cadre of officials comprising Special Secretary/Additional Secretary, Joint Secretaries, Deputy Secretary and Under Secretary. At the District level, its work is led by the Assistant Director for Social Security (ADSS) and the District Programme Officer (DPO). The block level functionaries include the Child Development Programme Officer (CDPO) and the Block Development Officer (BDO); the BDOs are administrative cadre and do not report directly to the DoSW.
Organisation Structure

The Department of Social Welfare (DoSW) has comprehensive administrative organisations at the State, District and Block levels.

The Bihar State Department of Social Welfare is headed by the Secretary. The Department operates as a unit with synergistic coordination among its five sub sections namely, Monitoring and Allegation, Establishment, Planning and Other Activities., Budget and Finance/Audit and Accounts and Court Cases.  Each of the three executive arms of the Department ― the Directorate of Social Welfare (DSW), Directorate of Social Security and Disability (DSS&D) and Directorate of Integrated Child Development Services (ICDS) ― are headed by a Director level Officer, who is assisted by Joint Directors, Deputy Directors and Assistant Directors.

There are various institutions under each Directorate for implementation of its mandate. The institutions under DSW are the State Women Commission, Women Development Corporation, Bihar State Social Welfare Board, and State Commission for Protection of Child Rights; each of these is headed by a Chairperson supported by members. The State Child Protection Unit is headed by an Assistant Director or an equally senior officer. The DSS&D oversees the State Disability Commission, which is headed by the Commissioner assisted by Assistant Directors. The Directorate of ICDS is headed by the Director who is assisted by a Joint Director and Assistant Directors.

District office of the DoSW is headed by an Assistant Director Social Security, who is also the nodal officer for co-ordinating the activities of the District Child Protection Units. The District Programme Officer is in charge of the implementation of the ICDS projects.

At the block level the office is headed by the Child Development Programme Officer of the Directorate of ICDS, who is the only direct officiating staff of the DoSW. All Block level activities of the other two Directorates of the Department of Social Welfare, the DSW and DSS&D, are administered by the Block Development Officer.
